ACADIA PARISH, La. (NEWS 15) — An Oklahoma company is planning a billion-dollar investment in Acadia Parish to develop a clean energy plant. This significant economic development project aims to create more than 150 jobs across south Louisiana. “We are basically coming in and turning around an existing site that had a lot of processes that we are going to piggyback our technology on,” Derek Williamson, president of Clean Refineries Inc., said. The company plans to produce ship fuel, diesel fuel, and asphalt in net-zero emissions refineries in Acadia and other south Louisiana parishes.
ACADIA PARISH, La. (NEWS 15) — Clean Refineries Inc. (CRI) announced a groundbreaking $1 billion investment to build the world’s first net-zero emissions refinery in Louisiana. News 15 has learned the plant will be built in Acadia Parish, but the company has not yet specified the exact site location. The facility is set to produce marine-grade bunker fuel, high-performance asphalt, and ultra-clean diesel. The project will transform an existing petroleum terminal into a 20,000-barrel-per-day facility using CRI’s Net-Zero Emissions Technology. This technology ensures no toxic emissions or detectable odors and significantly reduces the carbon footprint.
The project promises to create 60 new jobs with annual salaries averaging $80,000. GFO plans to develop a 20,000 barrel-per-day refining unit at the historic site, which first opened in 1957. The facility will produce marine-grade diesel and bunker fuel while maintaining its current storage capacity of over 350,000 barrels.
“Under Louisiana’s ‘all of the above’ energy strategy, it is critical that we keep pace with the changing needs of the industry,” LED Secretary Susan B. Bourgeois said. “GFO’s innovative NZET technology does just that.”
The company aims to upgrade the facility to produce sustainable marine fuels and install a waste and brine water treatment system. Local crude will be sourced to support regional producers.
“America’s energy independence requires more than just drilling — it demands that we refine our own oil here at home,” GFO CEO Derek Williamson stated. “Our revolutionary NZET refining technology solves the 150-year-old problem of refinery emissions.”
Construction is set to begin in November, with completion expected by May 2026. The upgraded facility will enhance GFO’s position in low-carbon energy production.
“We are thrilled to welcome Green Fuels to Acadia Parish,” Acadia Police Jury President Beau Petitjean said. “Their arrival will bring good-paying jobs for our residents.”

The state incentivized the project, including workforce development solutions and tax programs. One Acadiana President and CEO Troy Wayman highlighted the project’s impact on the local workforce and regional producers.
